Dual Nationality Certificate (DNC)

According to Section 2B(2) of The Bangladesh Citizenship (Temporary Provisions) Order, 1972 (President's Order no. 149 of 1972), "The Government may grant citizenship of Bangladesh to any person who is a citizen of any state of Europe or North America or of any other state which the Government may, by notification in the official Gazette, specify in this behalf".

Naturalised citizens of the following countries having Bangladeshi origin are eligible to apply for dual nationality certificate:

– North America

• USA and Canada (SRO No. 270/2008, Gazetted on 23 Sep 2008)

– Europe

• All countries of Europe (SRO No. 270/2008, Gazetted on 23 Sep 2008)

• UK (SRO No. 69/2008, Gazetted on 17  March 2008)

– Asia

• Hong Kong, Singapore, Malaysia, Brunei, South Korea and Japan (SRO No. 27/2012, Gazetted on 22  January 2012)

 While taking naturalisation oath of allegiance to the United States of America, an individual is required to "absolutely and entirely renounce and abjure all allegiance and fidelity to any foreign ... state, sovereignty".

So the Bangladeshi citizens who are naturalised as US citizens lose their Bangladeshi citizenship at the time of naturalisation. If they want to get back their Bangladeshi citizenship, they are required to apply for Dual Nationality Certificate (DNC).

According to US Department of State -- Bureau of Consular Affairs,

  • The concept of dual nationality means that a person is a national of two countries at the same time.
  • Dual nationals owe allegiance to both the United States and the foreign country.
  • They are required to obey the laws of both countries, and either country has the right to enforce its laws.
  • U.S. nationals, including dual nationals, must use a U.S. passport to enter and leave the United States.

Instruction and Requirements for Dual Nationality Application

Those who are seeking Dual Nationality Certificate, please duly fill-in the prescribed application form (three sets of application with three sets of attachments) and fulfill all requirements. The following instructions may be noted before submission of the Fillable Application Form (pdf format) for Dual Nationality Certificate:

A) If the applicant is a person temporarily residing in Bangladesh, the application shall be submitted directly to the Secretary, Security Services Division, Ministry of Home Affairs of the Government of Bangladesh;

B) If the applicant lives in a foreign country, the application should be sent through the Bangladesh Diplomatic Mission/Consulate to that country; and

C) Where there is no Bangladesh Mission or Consulate in a country of applicant’s residence, the application may be sent through a Bangladesh Mission or Consulate in the country nearest to that country.

Each application set shall consist of the following information and documents:

  1. Applicants must provide their email address on the application form to get updates of the applications;
  2. Affidavit affirming the truth of the statement made in the application and signed before the Notary Public (please see page 5);
  3. Signatures on all 4-pages (2, 3, 4 & 5) are required as handwritten and genuine. No photocopies of signatures are allowed.
  4. Documentary evidence regarding remittances to Bangladesh for last 3-years, if any;
  5. Photocopy of valid foreign Passport;
  6. Photocopy of Naturalization/Citizenship Certificate;
  7. Photocopy of existing/expired Bangladeshi Passport (Pages 1-2 in case of Machine Readable Passport; pages 1-7 in case of handwritten passport).
  8. Declaration of Assets (Movable/Immovable) in Bangladesh, if any (please see page 3). Please use a separate sheet, if required. Statement of Parents' assets should be given if the applicant does not have any asset in his/her name;
  9. Statement of activities in Bangladesh for past 5-years, e.g. in service, education, business etc.) (Please see page-4). Please use separate sheet, if required;
  10. Please attach 4-copies of passport size color photographs taken within the last 6 (six) months with white background. Staple two copies with the first set and one copy each with the second and third set. Print applicant’s name on the back of photos. Please vertically staple photo on the right side box of the form as shown on the first page. Do not use glue;
  11. If the applicant is born in the USA, photocopy of Birth Certificate of the child as well as photocopy of at least one parent's existing/expired Bangladeshi Passport (Pages 1-2 in case of Machine Readable Passport; pages 1-7 in case of handwritten passport) or Dual Nationality Certificate;
  12. If the applicant is a foreign spouse of an individual having Bangladeshi origin, photocopy of marriage certificate with notarized affidavit/declaration on its unbroken status as well as photocopy of his/her spouse's existing/expired Bangladeshi Passport (Pages 1-2 in case of Machine Readable Passport; pages 1-7 in case of handwritten passport) or Dual Nationality Certificate;
  13. Please put dates in your application in Bangladesh format dd/mm/yyyy. American format mm/dd/yyyy is not acceptable.

FEE: Please make the fee worth US $77 (Seventy-Seven US Dollars) payable to the 'Embassy of Bangladesh'. 

Method of payment: Money Order/Cashier Check/Official Check only (not older than 30 days). Cash and Personal check or Credit card will not be accepted. In case of more than one applications submitted together, separate payment has to be made for each applicant.

NO REFUNDS: Fees once received, cannot be refunded, even if the application is withdrawn or service cannot be rendered.

Service by Mail: Applicants are requested to send their application by mail (USPS only). Each applicant should, preferably, send the application in one envelope. In case of the applicants having same address, not more than two applicants should send their applications in one envelope. When the issued DNC arrives from Dhaka, the concerned official will call or email you to provide a self-addressed return envelope (prepaid/with appropriate postage stamps) having tracking number of Priority/Express Mail. Please do not send the return envelope at the time of submitting application.

Processing at the Ministry of Home Affairs

The Embassy sends the duly submitted applications to Immigration-3 Section of Security Services Division of the Ministry of Home Affairs by diplomatic bag through the Ministry of Foreign Affairs. Security Services Division issues Dual Nationality Certificate (DNC) after necessary scrutiny and/or enquiry, if deemed necessary, through the Special Branch (SB) of Police or any other authority. Once issued, the certificates are sent to the Embassy by diplomatic bag through the Ministry of Foreign Affairs.
